Of course it is. You just called it a sentence. I often take license for effect, as I would say something like that out loud. Looks like it worked. Maybe ellipses would be more proper. Would you prefer I used ellipses next time?...or just throw in semicolons everywhere like you;

No, your saying you saw someone use a semicolon at the end of a question would be an anecdote. Actually showing an example of someone's using a semicolon at the end of a question would support your contention that you were using proper grammar.
Or you could just post a usage guide that says semicolons are used at the end of questions. That would support your contention quite nicely.
