As for minorities - it is about money. Only money. If blacks suddenly owned white wealth, youd have a lot of new black cops and disproportionate white killings in a decade or two at most.
I doubt that. The money doesn't create a different history for blacks in the US nor does it bridge the population gap. Until folks acknowledge the cultural differences between sections of the US, they won't be able to peacefully co-exist. You aren't going to buy the culture out of folks.

But without the income to pay a fine, make bail, hire an experienced attorney, buy property in better testing school districts, white people would soon become perhaps even easier targets post-2008 working class blacks have unfortunately become. Additionally, after two decades of such a hypothetical transfer of wealth one assumes that largely disproportionate representation of blacks would be at least beginning to occur within many of the nation's branches of law enforcement since it would be mostly black neighborhoods, black school districts, and black businesses that needed protection. Not true. There's not enough blacks to have the "mostly" aspect you mention. They are 12% or so of the population. You'd have chaos when the overwhelmingly large majority of your populace is poor. 64% or so of the US is white. Imagine having a poverty level of 64%. You'd have Africa where ~50% of the population is poor. Right now USA has about 13% or so at the poverty level, so flip that to 65% and see what happens. While it's true that blacks have a larger poor percentage than whites (almost double), it doesn't make up for the population gap.
It's not as easy as putting the shoe on the other foot, and it's not as if all whites are wealthy. There are just more wealthy whites than wealthy blacks, but there are also more poor whites than poor blacks.
The goal, I think, is to get the black poverty level in line with whites, and not by creating more poor whites but by creating a culture that inspires and promotes success from within a cultural group instead of applying outside pressure that doesn't really do anything but create a wider wall between groups.
If all white wealth - 64% of the nation's gross assets, using your numbers - were transfered to 13% of the population, that portion of the population would on average have much higher wealth per household. If the hypothetical question is an evenly distributed percentage of wealth per some unit of measurement rather than a x for y transfer, yeah I see your point.
FWIW, I purposely intended the scenario to be extreme for the sake of highlighting my opinion that wealth is much more important for your rights in this country than any other single factor.
