I think it's a little closed minded to just say that he committed a crime and can be arrested regardless of another countries laws.
I mean could you imagine if someone from Mexico came into the United States, assumed the functions of local law enforcement and detained someone, and then attempted to illegally extradite them to another country?
Dog did all that and also fled the jurisdiction without the permission of the presiding judge.
Even according to US Law a bounty hunter cannot pursue a fugitive across international borders, and as such was not a bounty hunter when he entered Mexico and essentially kidnapped Luster.

It might have something to do with the time that US DEA Officers went into Mexico and kidnapped a fugitive without filling for extradition or notifying Mexican authorities, I think the US is still trying to make up for that and Mexico is still pissed...
That is a terrible analogy. Could you imagine the U.S. not cooperating with the Mexican government in attempt to apprehend a violent and dangerous criminal? The U.S. isn't in the habit of knowingly letting serial rapists roam free?
If the U.S. was ever as crooked and incompentent as the Mexican government is and allowed this rapist to continue on freely after he fled here from Mexico, I would hope that they would come and apprehend their rapist and get out of my country.
