I think they are, but I'm not sure. Either way, it doesn't take much to back out of a treaty, especially one your neighbours are violating.
Having lived for two years in Japan, I would not be surprised to see a major internal political push towards reforming their cons ution to allow for nuclear weapons, even though most Japanese abhor them... how that will play with the US is the $64,000 question. Maybe it will fracture the relationship, but more likely the US will station some nukes in Japan as a deterent to NK.
The next decade on the Korean peninsula will be a very dicey indeed.
