Mueller is just getting started, and is very probably threatening both Manafort and Gates with some really nasty penalties to get plea deals and flip them.

This is the guy who unknowingly gave information to the Russians concerning Israeli intelligence. He has no time for details. It's possible he gave an entire collusion effort and covering the trail to some underlings, family? But look how many people he has fired. I would have to think something bigger surfaced by now.
