There are no laws for ST, just a FAQ that I'm aware of.
ST is not a democracy so the legitimacy of a "government" (let's say the EC) is anyway null, the representative have not been elected.
The EC has been nominated by the owners of the site, they gave them some power but can withdraw that power in an instant. The owners of the site have anyway the last word because they can veto a bill.
These are the rules of the game on the nba forum whether you like it or not. In that context going beyond existing laws is perfectly acceptable because there is no law anyway and once again this ain't democracy.

I agree with this. If we're allowing to counter-troll with Naruto images, chimp photos, stoooooooooooooooppppppps, etc, etc, why can't Culburn be afforded the same right? I understand the problem centers around the frequency with which he does it. Most of us post one or two Naruto images and then leave the thread, whereas Culburn is simply relentless, spamming every reply with one of his catchphrases, but since those catchphrases only comprise one or two lines, I don't really see how they make a thread "unreadable," as opposed to a longcat picture or large Naruto image.
I guess the reason Culburn's spamming doesn't bother me anymore is because after 2 years, I've become desensitized to it and simply scroll right by onto more substantial posts. At one time, it used to highly aggravate me, but now, it's hardly even a distraction.
