An analysis of the report posted online by the Arms Control Association, a Washington-based advocacy group, said “the additional details and the perceived objectivity of the inspectors buttress the assignment of blame to Bashar al-Assad’s Syrian government.”

Military Intervention because they are losing the war. The Syrian military stayed surprisingly quite disciplined, what I mean by that is, they Army is still loyal to the government. Why would Assad use chemical weapons if Obama drew a red line, and knew that was the ticket for intervention?

So no real information like I listed above just guesses. If you have guesses as to how the rebels sneaked into a government controlled area and fired a government warhead into their own neighborhood to kill themselves, go ahead and post them.
My guess is that chemical weapons were used by Assad's forces without Assad's explicit order. That makes the Russian initiative to just take them completely out of the conflict make sense. That's the way to avoid a US strike now.

I can give you a valid speculation. Rebels infiltrate the army all the time in Iraq and Afghanistan. Whats to keep them from doing the same in Syria and popping off a couple of missiles? It's not like Assad walks around with a "football" where he is the only one that can order a launch.
