The Mexican laws are there to protect the mordita system. They are only enforced if you don't pay. The Factor guy was paying big bribes to stay there unmolested at the local and state level at a minimum, and probably at the national level as well. Dog screwed that deal up for them and you can be sure they are going to make an example of him. It will suck to be him.
