And conversely, you don't know the specifics of the conditions under which the African and African American subjects were tested. So we both only have conjecture on that front. For all I know, African schools could be great.

But we do have the scores, and they state that African Americans have the lowest IQ among US citizens and that sub-Saharan Africans have an IQ 23 points below the world average.

those of us with no mental defects can reasonably conclude what the conditions were...not of the test room but of their lives...

As for the IQ rates, you have to consider the fact that IQ tests tend to be biased in terms of culture. In parts of Africa, you need survival skills, not a knowledge of math and science, to predominately survive. Its not the same condition.
