-97 in Bolivia. Argentina lost in quarters with a C team.
-99 in Paraguay. Lost in quartes with a C team. Against the eventual champs Brazil.
-2001 in Colombia. Didn't participate because of cartel problems in Colombia.
-2004 in Perú. Lost the final on penalties.
-2007 in Venezuela. Lost the final.
-2011 in Argentina. Lost in the quarters, on penalties, against the eventual champs Uruguay.
-2015. Lost the final on penalties.
Meh, wouldn't call that "embarrasing and puzzling", tbh. There was a time there in the mid to late 90's were Argentina just didn't give a about the tournament. Since they started to give a again they have 3 finals and 1 QF loss. 3 of those eliminations coming on penalty kicks, and all 4 against the eventual champs of the compe ion. They have been more unlucky than anything, imho.
