The phrase that set my hair on edge yesterday was "draw districts based on voter eligible population." It's a radical idea that would deny millions of US citizens representation. It would also make political power, older, whiter and more rural.
Trump's pivot is even more radical than that.
Drawing districts by voter eligible population wouldn't count anyone under 18 or in a prison. It would also skew power even more to the countryside, as immigrants -- legal and otherwise -- tend to congregate in cities.
