there is a second video that shows the previous scuffle, at the right side rear wheel of the van. It appears the 3 police officers had him either on his knees or on the ground and failed to cuff him, i think its safe to assume the reported tazing happened at some point during that attempt. He somehow gets up from the 3 police officers and bizarrely walks around to the driver side as if they werent even there. In my opinion, his record, warrant, the supposed knife, are all irrelevant, he is clearly not attacking the officers and not making sudden movements and 3 officers should be able to arrest a perp without having to resort to 7 shots in the back at point blank range surrounded by bystanders including children. That is just piss poor policing and by any objective measure a human rights violation.
