I don't recall saying I made one. I said I've built my own. Like building a computer, you aren't required to have a semiconductor fab, you can buy the components. With the AR, your "gun" part is the receiver - a hollowed out s without trigger or anything else other than the serial number. This is what requires the form 4 and background check.
Only the item in the red square is regulated. All else is just components you can buy off the shelf or online without needing to go through an FFL.
