The Patriot act ramifications were MUCH more significant imo. You can argue this as far back as you want to. Obama certainly did nothing to stem the tide. I still don't believe the complete change in our country after 9/11 has fully sunk in. The Trump administration recently bombed the crap out of Yemen with the possibility of a high collateral damage count using Obama's floor plan. But so many other things domestically have over shadowed this. It all requires intelligence.
