there are also millions of kids who are born and punished for their entire childhood through unresolved famine, disease and wars often facilitated by U.S. foreign and domestic policies.
& that was totally appropriate. Sure, now it looks suspect, but, if I'm living in Japan and the U.S. places a Sunday morning wakeup call that murders 3,000 Japanese soldiers & citizens, the Japs would come on ta my house in like the first thing once the apple cart was righted.

so they were vetted to an extent or rather, individual versus collective internment.
the key differentiator was that they were white
most leaders did (and still do). this is a utilitarian country that relies on consequential morality more than any other moral compass. some leaders just went even further than others in regards to how many of the "few" needed to be sacrificed and were more selective about who the "many" were. not sure where FDR would rank in regards to the totality of his sins versus the sum of his virtues.
i just read over some of the Sheridan Report and it sort of admits as much, at least in regards to the whole notion of assimilation that we see as such a prominent argument of the far right today. the japs, apparently, just weren't 'merican' enough to be as trusted as the germans and italians.
