Perhaps, but Japan has good compliance. You need to keep in mind that the virus is mutating to become more infectious and mitigation that worked before may not continue to work. The S strain that I got back in February is all but gone and the more infectious G strains are just making their way back to Asia. Supposedly the new VUI strain in the UK may be even more infectious.
Edit: Strain isn't the right word, should be variant.
