He didn’t allege a conspiracy. The AG, deputy AG, and solicitor general had a meal with just the three of them in the public eye.

The source said Solicitor General Noel Francisco requested the meeting some time ago to talk about carrying out various aspects of the department's and administration's agenda.

How could anyone who doesn't have clearance to see the IG report know that? You don't win arguments by asking impossible questions and then declaring victory when no one knows the answers.
