On the one hand when Leonard was last seen playing in a full NBA season he was a top 5 player leading a serious contender. Since then, it's been a mystery with him struggling to return from injury and then conflict with one of the most stable franchises and front offices in the league along with trade demands, accusations of misdiagnosis and mishandling of player health, and so on. While he's certainly an attractive target, the amount of issues which need to be evaluated here seriously by any party require time and thought. Given the lack thereof to this point, whatever offers have been made have been a fraction of the value he would have brought in the summer of '17.
So what the Spurs need is time and for him to appear in public playing basketball, in addition to providing teams with data on his health and of course some dialogue between his reps and interested teams regarding 1 and 2.
