It's not a very sexy topic, but aid to states gets lost in this discussion. Because states are bound to balance their budgets, they can't deficit spend, they are forced to cut services and personnel when they have unfunded expenses.
The second order economic effects of not helping states out (lost jobs, consumer spending and taxes) are certain to be painful and likely to be long lasting. State governments are some of the biggest job creators we have.
