There is one but general perception on that issue won't change because of it. He and his VP which will likely be president have already made statements on it.
The people who think fracking jobs are sacred already vote Republican up and down the ballot. Biden didn't lose any voters by what he said, and he wouldn't have gained any voters by saying he's pro-fracking. He would have just pissed his base off.
