so there is a clear rule/law, that if new language is put into a bill the other team must have the time to review it.

if the Texas House or Senate decide to set aside their own rules, there's not much the minority can do but challenge the law in court afterwards, presuming their points of order fail and they don't run out the clock.
I'm not sure what would happen if the Dems break quorum, presumably no vote could take place.
If the Governor calls a special election and allows the bill to be reviewed, this would not be good for the red team.
So I guess he can just say a special election is now on, when the blue team breaks quorum?
