Text of the Executive Order doesn't seem to override local penalties for not using masks, but I only went through it quickly

Personally, I think they are playing politics. San Antonio has the authority to self-govern - we can pretty much make our own rules so long as it is a rule that is not prohibited by Texas law. I don't pretend to be an expert on this so if anyone has more info on what limitations we have, i would love to hear it.

If they truly disagreed with Abbott, they would implement their own regulations and stick with them. They don't want to pick a lane so that if it works, they can say they opened up cautiously and to the benefit of SA and if it blows up, they can say they were against it from the beginning.

I would like to see all the big cities tell Abbott...naaa...we are still going to require masks. Even if the masks don't do much good keeping airborne boogie virus out it at least reminds us not to touch our face when out in public.

I did see that. I'm simply pointing out that I believe San Antonio officials have the ability to self-govern on this issue, if they really want to. As Boutons said above, they are not likely to spend money making a legal fight.

The cynic in me believes that they are in a win-win from a political standpoint. If everything goes well, they cautiously warned but did not impede the latest order; if things go poorly, its the governors fault. Personally, if they disagree, I would like to see them push back and implement city rules.

I agree. I am not as opposed to reopening like most people on here. I will still limit going out to my office and picking up groceries. I will be wearing a mask in public. I think the governor was foolish to drop this requirement.

Media was the forerunner for the term; and she used it a couple days or so later in a speech that was meant to shame and destroy opposition against her.

It looks like the Reopened Services are are exempt so I do am not sure this conflicts with the GA-18. Have not read this in detail though. The City issued a similar order.
