Not if his employer is paying for his insurance. I don’t think we’ll see many hospital systems jumping on HCQ without the FDA. Now if a doc in private practice, who pays for his own insurance wants to try it with his patient’s informed consent they probably could. But then if the patient crumps (either from Covid or HCQ) and needs to be admitted to the hospital continuing the HCQ probably won’t happen.
