You can't just request oxygen. There are specific requirements to qualify for it (home use I mean). If he does need it but refused it, he's a dumbass.

But at the hospitals I been to you can request for painkillers anytime and similar thing must be for oxygen. He was obviously not choking but his oxygen could be at less than 95%
