This is terrible no matter how you look at it, IMO. There has to be rules for this not to happen.
Why is this bad? There's literally a name for the position a spouse of a VP gets. It's usually the Second Lady. They always have a role within the administration.
This is nothing like putting your son in law in charge of global peace talks or giving your children top level security access.
It is a good thing for people like this to leave their jobs. Optics wise, it helps with any perceived conflicts of interest.

If he's just helping out in the transition then going into Second Man duties I see no problem at all.

Again, just my opinion, but you want to draw a contrast from the nepotism of the departing administration, not feed into the whataboutism.
If he were somebody exceptional, I could understand, but I don't think anybody heard about him until now.
