I don't think you're wrong, but Trump isn't afraid to be conclusory about a lot of other things. Taken within the mosaic of Trump's denunciations of various scapegoats, winks to the alt-right, and his frequently stated wishes that harm befall his adversaries, his reticence here stands out.
