Didn't Republicans basically go full Repug last night and take out all regulations against stock buybacks and other things? The Dems didn't vote no all of a sudden for no reason.
One idea I've heard is that controversial parts of the bill be voted on separately and whatever both sides roughly agree on passed as soon as possible.
Otherwise the deadlock could go on for some time.
