It was assholish, it was probably frightening for Sen. Paul, but nothing violent or criminal happened imo. The 1st Amendment means you can yell at politicians and follow them around in public if you like. Not sure what good it does except as an expression of disapproval, but Americans have always been more or less free to do this.
