    Google's Picasa program is pretty cool and easy to use.


    If you have the Microsoft.NET framework installed on your computer, you can download Paint.NET, which is pretty cool. http://www.getpaint.net/

    It's an online photo editing interface. You don't even download anything on your computer and you can pretty much do anything you can do with PhotoShop.
