Plus English is the language of business, and people get by even in very bad English.

bou, there are rules that the government has to follow - those same licensing/insured requirement (which foreign companies don't have) probably apply and complicated by travel/visa stuff. That's why everything goes so slowly. I wonder how many people in the military are trained with heavy equipment and who can drive trailers. Went to Walmart to get my hair dyed this morning. Lady there did not speak any English. Young girl behind me had to explain to her that my son has asthma and could she please use the dye (with no ammonia) that I had brought along with me. I live in Miami - I can imagine what it is like in Puerto Rico for non-Spanish speakers.
