If, as the White House said, this was a mission to update the AF-1 publicity photo, they wouldn't have been photographing from a one-seat F-16 with the pilot as photographer. There are professional aerial photography platforms used for that purpose.
Air Force One doesn't fly every day but, when required I don't mind the cost.
Well, to bring the F-16's from Alabama required additional re-fuelings (and cost) jets coming from Andrews wouldn't incur.

That was a screw up alright but, it doesn't explain why the mission didn't accomplish it's intended objective of getting a new publicity shot of Air Force One or why it was necessary to bring the Tuskegee fliers up from Alabama.
It also doesn't explain why they removed the EXIF data from the digital image. And, I do have a theory about that...
EXIF data would probably show the photograph was taken with a point and shoot camera. It's obvious the resolution is of a professional quality.
