Baltimore -- 63.7
Memphis -- 63.3
New Orleans -- 60.2

One would have to assume that the unknown would distribution track pretty much the same as the known.
Partially...and no, there is no "man" nor straw mannish "framing". There is systemic racism in addition to ins utional racism. That's well do ented.

I refuse to believe that law enforcement is intentionally arresting blacks for crimes they know they didn't commit.
Of course there will be mistakes and corrections but he is claiming they are intentionally aimed at blacks. Big difference.
That case was intentionally aimed at a black man. The prosecuting DA withheld information that exonerated him.
So it's not like it doesn't happen.
