There is some serious overrating of Kevin Sumlin going on here.

No kidding. I didn't say he wouldn't. I said who knows. No one really does. But I know, and when it comes to Arizona, I'm as plugged in as anyone in the country - no joke - I know Sumlin strongly considered Arizona. This was before the full scale push from A&M. Recall that Arizona Fired Stoops like Kiffin was fired here. Sumlin had his people call Arizona, Arizona ctalked things out, and it was something Sumlin liked.
Now, A&M is a better than Houston, but I'm saying I know he was strongly intrigued by the PAC-12, and that was at a middle-tier school with a 1.5-2 million per budget and no local recruiting base.
Now the temptation is USC coming off their sanctions where a Rose Bowl within first four years would endear him to the populace and he'd have the decade Petey got, likely longer. I am not a believer that Oregon can keep this up, and Stanford always ebbs and flows. UCLA is second tier, and both Washington and ASU have recruiting issues with truly elite players.
The Conference is ripe for the picking.
Sumlin knows he can get a bunch of money from a desperate USC program and knows it'll be easier to both recruit elite talent to USC and win the Conference at USC than either or both at A&M.
Kelly is an interesting name, but each coming of sanctions, that's an iffy pairing.
Sumlin's style and recent history bode well for him.

Maybe, but I'd think they'd get the best clean coach out there and just pitch the brand.

I have a friend who's working his way up with ESPN Los Angeles who told me to look out for a Kiffin firing if they lost. Told me Tuesday.
In all honesty, I didn't think USC would lose.
Due diligence. Makes sense. Easier to talk to NFL guys right now.
I know USC had luck with the "mediocre NFL coach-turned-great college coach with Petey, but Del Rio doesn't make a lot of sense before seeing what current successful college coach is interested, be it Sumlin or someone else.
Ohio State was always Meyer's dream job. Different situation.
