Sure they do if intent is determined for the violent action and the incident was not seen by the referee. I know in England the FA can punish stamps, kicks, etc retroactively if not seen by the referee at the time of the incident.

Definitely would serve to be banned for a while--though, I'd probably venture he won't be a lifetime ban. Maybe they'll make him wear a mouth guard? Perfect cover story for FIFA since no one seems to notice the whole Ghana thing.
