And i think you misunderstood me. IF he goes in and reinjures himself after 5 minutes or so, he has to subbed out again... So, burn another sub then.
That's why i would start him and see if it works. If not, i sub him out and still have 2 left instead of 1.

tbh, nobody really knows how injured he really is or if he recovered enough or not... very little info other than he won't start.
What if he says, he can go but after like 5-10 minutes he has to leave? Like i said, i would start and ride him all the way until he can't go further. We will see...
