There's no evidence that he's indecisive. His actions are completely consistent with someone who is patiently waiting for his first option before considering his second and third options.
i don't want Gasol either. He's great, but i'd rather see more Splitter and Baynes.
Gasol would not just be the key to repeat but will be a bridge between the Duncan and the Leonard era.
I guess I dont understand your point. If he has to sit down and mull which is better LA/CHI/SA/? then I really dont know why that makes him a good fit. I feel like, if he were truly interested in SA, he would just take the MLE and get on with it.
What first option do you see him having?

Chicago is a first class all-world city and he would be starting for them as opposed to fighting for minutes in San Antonio.
It must be easy where you're sitting to tell an NBA player, "Oh, it's JUST ~20+ million over the course of the next 3 or 4 seasons. That's nothing!"
