In France a cop would not threaten somebody to pay a fine or go in jail for a cell phone. In Paris cops will pull you over for a cell phone for sure (not the case in the rest of the country tho), they give a ticket and you move on. I heard you can pay right away indeed but for the rest (jail) she maybe misunderstood or the cop was a fake.

In Paris cops can be a pain in the ass but nothing close to US tbh but ya don't use your cell while driving, don't pass limit speed, don't park where it is forbidden... they will catch you especially paris intra - muros where cops are everywhere

Yea they took her drivers license and insurance and told her she couldn't get it back until she payed the 90 euros. She had to call her friend who spoke french and they went to the police station to straighten everything out. Apparently, they were supposed to give her a ticket and let her go on about her day. So I guess who ever was in charge apologized and gave her her license back and dismissed the ticket.
