Mutually exclusive. Once you go under the cap, all exceptions go away until you get back over the cap. But the MLE, LLE and existing TE and IPEs don't come back. The RE is there instead in addition to any new TEs and IPEs that get generated afterwards.

I read about when you use cap space you have to renounce your exceptions. They count towards the cap until you do. Wasn't sure if BLE was part of that. Alright. Thanks.
