If he doesn't and Spurs go with West plus whatever combination of vet min free agents and perhaps international prospects to fill out the roster, that is in keeping with how they've been consistently successful for the last 26 seasons. Plan A is preferable, and that is why the Spurs are being patient, but Plan B has worked before.
I suspect he'll spend today "discussing it with his family" and will announce tomorrow. Hope he makes the smart decision and chooses the Spurs. But if not, c'est la vie. If he hasn't decided by tomorrow night he's a clown.
