It means that the USA is on the wrong track and Trump is doing a very bad job, as reflected by his dismal approval rating. His aggregate approval polling has never been over 50%. Now it's below 40%.
A ways to go to catch Harry Truman, but other than that, pretty much worst ever numbers for a POTUS.
Kind of a big deal, but eyes will glaze over again and everyone will move on. Trump faithfully "executing" the law.

Seems one favored tack is to emphasize case fatality rate, which is not the same as a fatality rate. A fatality rate divides the number of deaths by the population, a case fatality rate has only diagnosed cases in the denominator; it's a measure of severity. It can also be used to assess healthcare capacity in response to an outbreak, which is what AAPS purports to do, putting the difference down to a single factor -- HCQ.
One problem with calculating case fatality rates in a pandemic is that the numbers are moving targets and are bounded by uncertainty. The total number of cases isn't known, nor are the number of deaths. The age structure of the affected country, quality of healthcare and testing regimes can affect the figure too. Quality of the reporting is key. GIGO.
