The only thing I'm thinking is the ref deemed it "reckless" and not "dangerous" because he didn't really catch him that flush. But definitely FIFA wasn't gonna "crack down" on that play.

That was a clear penalty, but I'm still dumb ed by what the refs decide to revise and what not. Argentina against Iceland had a clear penalty too that they decided not to check.

That's the problem here in Germany aswell in the first VAR season. Every game there is another ref in there and decides and they all decide different. Makes it hard to understand at some situations...

For me that hand ball is not deliberate or getting the advantage. I know a lot of weak-minded refs call that, so this ref feels obligated, but I'm saying no.
