You're not factoring in cap holds for empty roster spots under 12. It's probably closer to around $16 million or so, assuming they're not stretching Deng, which they shouldn't do if trying to preserve max capspace for next year. The KCP signing would seem to indicate Cousins has been offered longterm contracts, because otherwise he would have been a pretty obvious high risk / high reward signing on an overpaid 1 year deal.
