    At the same time, saying it and putting that strategy into action are different things.

    If he tries to impede impeachment that's not obstruction: impeachment is not a judicial proceeding, but a political one.

    and Nunes takes into account that Mueller finds Trump committed a crime. In that case Stopping impeachment would be obstruction. He even also admits using stolen emails is a crime
