seems a clear allusion to impeachment as a possible eventuality: Dems could take the House in November.
look at the context: Nunes was speaking at a fundraiser for a House candidate. the GOP needs every seat to stop impeachment.

One can say there is real intent in the part of Nunes and his band of idiots to want to squash the investigation because they fear losing the majority. There you have reason and intent.
At the same time, saying it and putting that strategy into action are different things.

If he tries to impede impeachment that's not obstruction: impeachment is not a judicial proceeding, but a political one.
and Nunes takes into account that Mueller finds Trump committed a crime. In that case Stopping impeachment would be obstruction. He even also admits using stolen emails is a crime
stopping impeachment would not be obstruction. impeachment falls under Article I.
Nunes admits a crime took place. And is looking to impede the investigation.

The job of Congress is to be a check and balance on the executive branch. Not to clear the president should crimes be found. Nunes seemed concerned Trump would not be cleared.
