Actually Mueller will hand his findings to Rosenstein and he will make the call to make it public or keep it confidential.

If Mueller finds that he did something illegal and obstructed justice, Rosenstein is not going to keep it secret. He will let the American people know of the findings.

Imagine if they try to hide Trump's crimes by not letting the public know. That's just as bad as the Russian meddling cover up.

Rosenstein might not stick his neck out. He's a lawyer. He might not want to try the case in the court of public opinion.
