a) i have no idea if that's light or not. i dont have any personal experience with this sort of case. nor do i have any particular expertise with federal sentencing.

i take it his point is that these were not actually considered "explosives" because otherwise he thinks each should be worth a life sentence. but that is flat out wrong, per the code section he so kindly cited, which says this for sentencing

shall be imprisoned for any term of years or for life, and if death results, shall be punished by death or imprisoned for any term of years or for life.

so sure, it CAN be life, but can be for any years. that code section also covers all sorts of weapons including biological/chemical weapons. i'd assume the use of those weapons would carry a higher penalty than a pipe bomb... which is why he isn't actually going to be facing life sentences for each count
