In a 5-to-4 ruling, the court overturned an appellate decision and said that the administration could tap the money while litigation over the matter proceeds. But that will most likely take many months or longer, allowing Mr. Trump to move ahead before the case returns to the Supreme Court after further proceedings in the appeals court.

thats exactly what nono said (although they didnt lift the stay order, they granted a stay order with respect to the injunction. the injunction blocks the state action, and the stay blocks the injunction, effectively)
they haven't made a formal ruling on the merits of whether trump's actions are lawful or not
in the meantime, i'm sure mr small government is ecstatic about the president essentially being able to replace congress in the government's duty to appropriate funds. because he's republican.
