Sen. Rand Paul (R-Ky.) on Thursday will try to force Supreme Court Chief Justice John Roberts to read out loud a question regarding the anonymous whistleblower at the center of the impeachment inquiry.
Paul’s strategy, outlined on Twitter by his spokesman, will escalate a standoff between the two men on the Senate floor after much behind-the-scenes haggling.

you can pay for opposition research. there has never been anything against paying for services from foreigners. nothing precludes the exchange of money for services, as long as you pay fair market value, because there is then no "influence." you've already paid them for what they've given, so you dont "owe" them anything going forward
what you cant have is a foreign national donating to your campaign... or giving to a candidate something of value without compensation in return. because then there is the inference that favors are expected
