    Because they can still interview people behind close doors, leak what they want and hide what they want and without it being a formal investigation Republicans can't subpoena and call witnesses of their own.

    In the three previous instances of judicial impeachments, however, the House did not approve a resolution explicitly authorizing an impeachment inquiry. The Rules of the House since 1975 have granted committees the power to subpoena witnesses and materials, administer oaths, and meet at any time within the United States—powers that were previously granted through resolutions providing blanket investigatory authorities that were agreed to at the start of a Congress or through authorizing resolutions for each impeachment investigation.

    Not that I've seen. The three impeachments referenced were all Article 3 judges, but the (non)requirement of authorization from the House flows from Art. I, Sec. 2 which gives the House "the impeachment power" regardless of who's being impeached (i.e., Article I vs. Article III).

    Meanwhile, legal analysts say that should this clash end up before a judge, House Democrats could have a tricky time in court.
