They certainly couldn't foil the IAEA.
They had access to all the sites and the timeframe they had to get into the site made it impossible to hide the nuclear signature of materials that had been there even had they been removed.They certainly couldn't foil the IAEA.

That was the Achilles heel of the deal,not all nuclear sites were available for inspection.Just an agreed upon list that everyone knew wasn't comprehensive.
Factor in the number of Iranian scientists caught trying to sell enrichment technology and it's obvious it was a crap deal just to keep oil prices stable
